The name-calling, bullying, and harassment faced by lesbian, gay, bisexual, and
transgender individuals in schools and in daily life are disturbing. In solidarity with the
GLBT community, I co-sponsored the National Day of Silence Act to recognize this tragic
reality and bring awareness to its prevalence. I am also a lead sponsor of the Safe
Schools Improvement Act to require schools to teach students about the consequences
of bullying and harassment and reduce incidences of bulling based on sexual
orientation. In the past year, I also co-sponsored and the House passed the Local Law
Enforcement Hate Crimes Prevention Act which provides assistance to investigate and
prosecute violent, bias-motivated crimes.
I have also reached out to other officials within our government to encourage them to
promote LGBT equality both domestically as well as abroad. I sent a letter to Secretary
of State Clinton to encourage her to equalize the State Department rules and
regulations for LGBT employees. Similarly, in a letter to United Nations Ambassador
Susan Rice, I wrote to encourage the fair and equitable treatment of all who serve,
regardless of their sexual orientation. In a separate letter to Secretary Clinton, I also
expressed the serious concerns that I, and several of my colleagues, have with the “Anti-
Homosexual Bill” introduced in Uganda’s parliament. And here at home, I am an
original co-sponsor the Domestic Partnership Benefits and Obligations (DPBO) which
will extend employee benefit programs to cover the domestic partners of federal
employees.
This year also saw the reauthorization of the Ryan White HIV/AIDS Treatment Extension
Act. Passage of this legislation assures that this innovative and effective program will
continue to serve HIV/AIDS treatment for low income,

Congresswoman Ileana Ros-Lehtinen on the state of GLBT &
other important issues in 2009
As 2009 comes to a close, I pause to reflect on all the GLBT community and its
supporters have worked to accomplish in this past year. As a founding member of the
House Congressional LGBT Equality Caucus, I have focused greatly on this important
issue of equality in the last twelve months.
I began the year by co-introducing the Early Treatment of HIV (ETHA) Act, which gives
states the option to extend Medicaid coverage to low-income individuals living with HIV
earlier in the course of the disease. To prevent new cases of HIV, I also am an original
co-sponsor of the Community AIDS and Hepatitis Prevention Act to reduce the spread
of deadly diseases by removing the current prohibition against the use of federal funds
for syringe exchange programs.
For our national security, I am committed to repealing the discriminatory and flawed
practice of “don’t ask don’t tell”(DADT) and I am an original co-sponsor of the Military
Readiness Enhancement Act. I also sent a letter to Defense Secretary Bob Gates with
my colleagues asking for the release of more detailed DADT information regular
updates on
service members discharged under
DADT.
